The California
Department of Public Health (CDPH) is seeking a Branch Chief
over the Infectious Diseases Laboratory Branch. This is an

The Infectious
Diseases Laboratory Branch protects and improves the health of
all California residents through the Microbial Diseases
Laboratory Program (MDL), the Viral and Rickettsial Disease
Laboratory Program (VRDL), and the Infant Botulism Treatment &
Prevention Program (IBTPP).
The position
is responsible for the day-to-day management operations of the
Branch, and, as such, is directly involved in program policy,
strategic planning and organization. This position is
responsible for maintaining adequate policy, protocols and
procedures to promote consistent and effective communicable
disease laboratory interventions to ensure the continued
safety for all Californians.
The Chief will
be responsible for developing and setting policy, as well as
protocols, and coordinating and managing response to high
profile disease outbreaks requiring laboratory involvement.
The Chief will be responsible for monitoring laboratory
workflows to ensure effective response to outbreaks and other
public health challenges and for allocating resources to
ensure that priority activities are addressed.
The Chief will
also be responsible for developing and implementing surge
plans for outbreak response. The Chief integrates the
activities of the ID Laboratory Branch internally with other
California Department of Public Health (CDPH) programs to
ensure that the Branch activities meet Departmental
objectives. The Chief works closely with other DCDC program
chiefs to determine laboratory priorities. The Chief also
integrates activities with other state, local and federal
public health agencies to ensure strategic coordination. The
Chief evaluates the effectiveness of Branch programs.
The Chief, ID
Laboratory Branch will represent the laboratories at local,
state and national professional and policy forums regarding
public health laboratory issues. The Chief will independently
provide direct oversight to the MDL, VRDL, and IBTPP, which
are managed by two Research Scientist Managers and a Public
Health Medical Officer III (Supervisor), respectively. In
addition, the Chief will provide oversight to the Assistant
Branch Chief (Staff Services Manager II) who carries out
Branch administrative functions and a laboratory science
consultant who provides technical laboratory guidance for the
Branch.

Qualifications:
In addition to
evaluating each candidate's relative ability, as demonstrated
by quality and breadth of experience, the following factors
will provide the basis for competitively evaluating each
candidate:
1. Working
with high level executives and policy makers at local, state
and federal government as well as non-governmental
stakeholders and advisory groups to help develop public health
policies and programs.
2. Overseeing
a multidisciplinary professional and administrative staff,
responsible for contract and budget management, and quality
improvement.
3. Experience
with performance management, providing leadership,
communicating a clear vision, setting goals and expectations,
encouraging collaboration and using sound judgment in managing
complex and varied programs.
4. Guidance
and development of regulations, bill analysis, and state and
federal legislation.
5.
Communicating with and presenting before a wide range of
audiences, including the media, the public, or the
legislature.
6.
Development, implementation, and management of a comprehensive
public health program and/or clinical laboratory and working
with partners in epidemiology and communicable disease
control.
